The college is governed by the Technical College of the Lowcountry Area Commission. The Governor, upon recommendation of the local legislative delegation, appoints members. These outstanding community leaders represent our four county service area: Beaufort County and one each from Colleton, Hampton and Jasper counties. The commission’s job is to set policy and oversees regulatory compliance.

The Commissioners
Randy Dolyniuk represents Beaufort County and is the Commission Chairman. He fills the seat vacated by the retirement of longtime TCL Commission Chair General Art Brown. Mr. Dolyniuk is a native of Augusta, Ga., and a graduate of the University of Georgia. Mr. Dolyniuk came to Hilton Head Island with Bankers Trust in 1981. He is the Founder and former Chairman, President and CEO of CoastalSouth Bankshares, Inc. Mr. Dolyniuk is very active in the community and has served and/or chaired the Mitchelville Preservation Project, Beaufort County Economic Development Corp., Community Foundation of the Lowcountry and the TCL Foundation.
Sheree Darien serves as Vice Chairwoman of the Commission and represents Jasper County. Mrs. Darien joined the Commission in 2009 and lives in Ridgeland, S.C. She is an ordained minister, published author and certified Personal Development Coach. She is involved in her community including the Jasper County Chamber of Commerce and various other boards and civic organizations.
James Boozer represents Beaufort County and serves as Secretary / Treasurer. He is a native of Columbia, S.C. After graduating from the University of South Carolina and serving six years in the United States Air Force Reserve, Mr. Boozer served 29 years as the President/CEO of MCAS Beaufort Federal Credit Union. He currently serves as the Executive Director of Lowcountry Habitat for Humanity. He has been very active in a number of area non-profits including the Beaufort Regional Chamber of Commerce, Beaufort’s Military Enhancement Committee, Beaufort Charities and AMI Kids. Boozer is proud to serve, support, and celebrate the area’s military men and women and their families. Mr. Boozer and his family reside on Lady’s Island.
Heath Duncan represents Beaufort County. Mr. Duncan grew up in Walterboro, S.C., and graduated from Clemson University with a Bachelor of Science in Civil Engineering. A registered Professional Engineer, Mr. Duncan currently serves as a Vice President with Ward Edwards, Inc. in Bluffton, S.C. In addition to holding a number of professional registrations, he is active in business and community organizations throughout the Lowcountry. He and his family reside in Bluffton.
David M. Smalls represents Colleton County. He is a native of Colleton County and is the former State Director for Communities in Schools of South Carolina, which works within the public school system to boost student support networks. He previously served as the President of the Walterboro-Colleton Chamber of Commerce. Mr. Smalls continues to play a significant role in the economic development of the county. He is a member of the Liberty Fellowship South Carolina Inaugural Class of 2006, a prestigious leadership program for South Carolina’s emerging leaders.
Dr. Rick Toomey represents Beaufort County. Dr. Toomey has more than 32 years of public health administration and executive management experience, having served as director for the S.C. Department of Health and Environmental Control and as president and CEO of Beaufort Memorial Hospital. He also worked for Nash Health Care Systems, in Rocky Mount, N.C., for 18 years where he served as vice president and president and CEO. A native of Greenville, S.C., Toomey holds a Master’s Degree in hospital administration from Duke University and a Doctorate in Health Administration from the Medical University of South Carolina (MUSC) in Charleston. He currently serves on the Beaufort Historical Foundation’s Finance Committee and is a past chair of both the N.C. and S.C. Hospital Association Boards.
Marjorie Thomas represents Hampton County. Mrs. Thomas is a retired Area Director with the S.C. Department of Employment and Workforce after 34 years of service. Named Hampton County Chamber of Commerce Person of the Year in 2005. She is a former board member of the Lowcountry Workforce Investment Board, Southern Carolina Alliance Board, Hampton County Economic Development Board, Lowcountry Resort Islands and Tourism Board, Lowcountry Leadership Board and Hampton County Chamber of Commerce Board. In addition , she is a former member of the Colleton, Beaufort and Jasper County Chambers of Commerce, the International Association of Workforce Professionals and the S.C. State Employees Association and a graduate of South Carolina Economic Developers School, Leadership Lowcountry, Southern Carolina Leadership and Leadership Colleton.
